There's an NPC shop where you can buy the mastery books for 100k or something, like first post said. I'm pretty sure you don't need skill books either now; you automatically get Phantom Blow and Final Cut when you hit 4th job.

So classes that required nx for skills are no longer? :O

They still do require skill books, but you can buy them for 100k each in the dual blade base.
