Crucial Items to get with 350m?
I have around 350m, and I was wondering what are some items (Mastery Books, atk wgs, equips, etc) that I should get. Since I don't want to waste money, please list the items I should get in order of priorty with suggestions. I am thinking about capping my dex at around 50 or so. Thank you in advance.

No, the 1 sp doesn't make much of a difference. You can get along quite well even without that extra 1 sp, as it's not really needed.

I don't suggest you going low dex with your limited funding especially since you added mastery books as an option. Best if you just go regular and later on raise your capital to get potential equips.
Nonetheless:
1.Mastery books( the ones I mentioned, yes all of them because you're going to max them regardless of order [FABSUS or FATSUS])
2.Att wg
3.Zhelm
4-# work on all the low leveled end-game equips such PACs,BSS then FS's, dex bottom/overall (overall especially if you want to cap dex at 50)
Skillbooks, weapon, wg zh, dep star, belt (free but time waster)

Yes, the NX books work 100% of the time, and they add one sp to the skill.

Well, he only has 350 mil to spend on his character. At least 100mil-200mil will be used on skill books.
He should try to get the most bang for his buck with his funds. Thats is why Weapons are the top priority, followed by Work Gloves, then other stuffs.

2. a decent weapon
3. att wg
4. z-helm
5. decent bathrobe

That's what I was thinking. So I was wondering if there were some mastery books that were optional and not of significant importance
Skill Books (if you can get NX)
Weapon (main source of damage)
Work Glove (second source of damage)
ZHelm (though the valefor hat is good enough)
After that, you can get all your other goodies
(PAC and Dep Star wont boost your damage as much as you'd think it would; focus on upgrading your weapons first!)
You need every mastery book so u'll be broke after... gl
