Why will bishops be the strongest explorer mage?

I've been hearing people say Bishops will be the strongest explorer mage after Reboot, but after finally reading the patch notes (http://orangemushroom.net/2015/06/24/kms-ver-1-2-238-maplestory-reboot-character-balancing/) it looks like all they're getting is the ability to telecast and 25% elemental reset. Right now as a F/P I'm approaching the threshold where it'd be more beneficial DPS-wise to switch to I/L, and it looks like after the patch I/Ls will still be the best with 8 lines of CL compared to 7 lines of Paralyze and 6 (?) of AR. Am I just being ignorant/reading these notes all wrong?

Angel Ray with RI/VoA toggled grants Bishops 8 lines of attack, too. RI/VoA also makes Bishops 1 attack speed stage faster compared to Arch Mages along with a 55 mill damage cap/60 with Epic Adventure.

However, if you have bad ping you may want to reconsider since Angel Ray is ping dependent (Latency affects how long heal effect takes to proc through before next attack).

I'm going to try to post this one more time since my post didn't add when clicked the "add my comment" button down below.

In short bishops get some buffs while Fire/Poison mages get a little bit of buffs plus major nerfs; not sure how bad or good these nerf/buff patches were for IL mages since I don't play mine much.

All mages get their buffs time limit nerfed or buffed to all equal the same amount of time 240 seconds.

Also, Bishops hit 4 times to 6 mobs with AR when not using their hyper Righteously Indignant vs 8 times to 1 mob when using RI.
The things that Bishops gain are:
-the ability to tele cast again.
-25% to 50% final damage depending on when Bahamut attacks and leaves it mark on a mob/boss and if we are using are hyper skill Righteously Indignant.
-10% ele resist.
The things Fire/Poison mages gain and lose are:
-100% ele resist down to 10% ele resist. this is a loss.
-gain 40% total damage. obvious gain in a way. (still not on par to Ice/Lightning's 50% total damage gain)
-mist eruption cooldown hyper reduced from 100% to 50%. this is a loss.
-mist eruptions actual damage is increased to 300%. this is a gain.
-mist eruptions total damage increased from stacked DoT skills reduced to 20% per skill. this is a loss.
-most DoT skills have their durations decreased. Overall loss since you'll have to keep recasting them to keep up mist eruptions damage.
-most, if not all, DoT skills had their DoT damage increased.
The thing that makes this a major nerf is the lessened DoT duration, the decrease in damage from stacking DoT skills for Mist Eruption and the cooldown cutter hyper for Mist Eruption being slashed down to 50% from 100%.

I'm tired. I already tried typing this up once before as stated above so ignore the sloppy format and errors. Blah blah blah. Someone go ahead and correct me on anything that is wrong and input your own opinion on which mage is best post most recent KMS nerf/buff.
