These are one of the items that were generated during a certain exploit a while back, you can tell by the fact that it has 23 jump, as was the case with many other earrings. One that I see commonly in Windia are 30 atk 23 jump blue moon earrings. I think that some people even went as far as to put 40 speed on some earrings as well, that and 23 jump being the maximum bonuses for a class that has a regular speed/jump cap, which further points to item generations since that's more than coincidental for multiple pieces of equipment.
