Yes, you're wrong.
The leafre set +1 skills does not make any skill go over the cap. Only CO can do that, and only for 4th job skills.
Only (Decent)CO can bring a skill past its level 30 cap.

Not all skills can be raised past the lvl 20/30 cap.
EDIT: Forgot we're not talking about CO, nvm.
Could it be that all of your skills are maxed?
