Hayama, Kiyoshi, Hanamiya (if Seto is helping him), and Nebuya are very close runner-ups since they are part of the Uncrowned Kings. Besides them, I think that Takao, Wakamatsu, and Kasamatsu are up there since they're pretty good point guards, and Seto might be up there because Hanamiya is only deadly when Seto is helping him. Papa Mbaye Siki might be up there, too, and Kuroko and Mayuzumi are honorable mentions because they literally enhance their team because of how helpful their passes (and other abilities like Vanishing Drive) are. Sakurai and Hyuuga are also honorable mentions because they're pretty nice shooters and maybe Moriyama, too, because his way of shooting is unique like Kuroko's.

If you include extra game, then that one jerk from jabawokies. He's stronger than mura, more agile than aomine, jumps higher than kagami, and some other bs.
If you're just talking about the original manga, then one of the uncrowned kings for sure

Everyone on Akashi's team was pretty much one step below the GoM. There were other uncrowned kings too so it's probably one of them.
