What are the best characters with unlimited funds?
I don't have unlimited funds, but i still have more than a lot of people. But I main an Evan which doesn't have a lot of endgame potential and every time I get an upgrade It would bother me that it won't help me reach a good place. An Evan only gets a few lines per attack. Im still going to main my Evan, but I think I want to main a second character.
I want a class that's fun, has lots of lines and historically has had a lot of lines. I was thinking about a dual blade since they look fun ND have lots of lines. (I know their gear is expensive, I don't care.)

If you want a real challenge go beginner
Well it really depends on just how much funding you have. Evans can pretty much solo every boss in game without much difficulty (this includes chaos vellum, a decent run will leave you with 5+ mins to spare).
NOT YET SURE about dorothy, I still need to run more tests. But pouring funds into your Evan if it's your first main isn't the worst idea ever. Not the best one, but not the worst
Evans aren't even that bad. They can solo cvel quite well and Evans cap very easily. I'd even go ahead and say they're quite decent.

Here is why:
Their damage cap is double, being 100m instead of 50m
They have a skill that hits the max lines
They have another skill that can hit double the line cap because each hit counts as it's own attack
They switch to using their fast skills when heavily funded
Let's not forget their godly defense
For a comparison:
In the time it takes a nl to perform one quad star, a shadower can use meso explode (poison and dark flare not included)
Quad star maxes out at 10 lines of 50m + 4 lines 50m(assuming you get a mark of the nl every time)
This is a max of 500m-700m per attack
Meso explode maxes out at 30 lines of 100m, not including shroud of shadows
This is a max of 3 billion + shroud of shadows
That puts the maxed out shadower at around 5x-6x stronger than a maxed out nl.
The best would either be a ryude's kaiser or a shadower. It's possible that wild hunters and bowmasters will win out as well, but I believe shadowers capping will have the edge.
If you are really going for #1, don't play a % dex class. People don't sell these items and if you try to make them yourself then it will be more expensive than playing a warrior or thief.
However, if you are actually going for #1 the things that people sell would not get you there. You still wouldn't be able to cap with midnight carnival with the gear people sell. You'd probably end up spending about $20k in cubes to actually get there (on top of spending about 10k to reach cap hitting on any class without putting any effort in the game). Capping with kaiser isn't much easier, but it is quite easier. Ryude's is hard to find and goes for currently hundreds unless you are buying it from dupers. You can probably cap with like 20k USD, maybe a bit more.
As you can see, it's not worth trying to go all out. Instead just play a class that can kill most things quickly, so like a wild hunter or something. Play a night walker.

So what kind of funds do you exactly have?
If you DID have unlimited funds, the absolute best would be Shadower capping on ME/MC.
Dual Blade are good, but they cap out at 50mil, Shadower caps out at 100mil.
