Nope, Mabinogi is as free-roam as it gets. Get to do anything you want there. I believe you're thinking of "Atlantica" which is another game from Nexon.
there's atlantica which i think is turn and based. im not sure if its still up
...It's not turn based, but things happen at a certain pace, so the attack rhythms feel fairly regular, if that was what you were wondering.
it isn't, but there are some rock paper scissor aspects depending on the skillset(s) you choose to use
