Neighbours with noisy pets?

-about 3paragraphs of text coming your way-
So our old neigbours moved out, and new ones moved in. As soon as they moved in, they complained to the council about our dogs being noisy (we have 2adult dogs and 4puppies, but EVERY single time they start barking we'll deal with them immediately).

When their dogs bark, they do completely nothing about it. LOL I know this because I can see their backyard when I look out my window (upstairs). These 'neighbours' continue to sit there and swim, swim, swim, talk, talk and talk paying NO attention to the dog. I mean, I can understand that the dog is excited that they're swimming, but really? Pleaseeeeeee hush that dog.

I have wanted to complain to the council, but my mum and dad said that it's rude.
So I'm curious if anyone else has experienced something similar to this.

Yeah. Or I could try rockin' up to her house and telling it straight to her face... Which I'm also not allowed...

I don't get it. They complain about your dogs, and now you have a chance to get them back for the same thing? WHERE IS THE PROBLEM?
