So I headed to time temple just to check out ornate chest. To my dismay, I find this shady looking man in the place of the ornate chest? I can't speak to the NPC. Nothing comes up upon clicking/npc chatting him... so yea. What exactly does he do? or is this just some glitch?

It's a glitch. He's from the previous halloween event and he came but acually sold his stuff during the event but now he's just nothing.
Don't get in his van.
