What the hell paypal

Ok, a few months ago my account got to negative balance but I never was able to fix it. So I let my paypal rot.
Now, I try to login, and it says

and kicks me right now

Okay. so I go down to Contact Us, and click my problem, which is that my account is locked.

Uh. Okay. That didn't help AT ALL. I clicked where it said "click here" and it directs me to Contact Us. Still no Phone number shown up.
So I click the "Call Us" tab. and it says

Ok, great! I click that link and it asks me to login. Problem? It wont LET me login because my account is locked.
