I'd suggest empress weapons, recently they've been going for around 2-3b...which is about the same price as any other clean ele staff.
Tbh if you have no cash to scroll an end game staff your better off getting a 280+ MA Ele staff (164) your range will be 10-20k lower then what it would be with a timeless or empress 280 MA.

Actually, they have a 25% Holy reduction i do believe, 75's a bit drastic.
Save up for dragon tail like @above has said.
i havent saved for one myself Q_Q
im using a clean dragon thingy that has only 131 m.att Q___Q -still saving up-
but yeahs. ele staffs/wands im sure still have penalty of other elements. -75% holy element for us

Bishops still have damage reduction from ele items. Vip, eligos, dragon tail, or reverse/timeless, or von leon would be the best i guess
