Buff Duration doesn't affect Hypers at all, sadly. Only normal skills, so it works on Final Cut, at least.

OT: like others have said, it does work. Transformation is a non-hyper buff that you can see on the top-right, so it's affected.

@ScaryToad: Oh, but it most certainly does O_o Check your top-right corner next time you go Kaiser morph-mode.

If it's a buff, it does.

it does work on the 3rd job skill/buff but does not work with the hyper lv200 skill/buff

it does affect transform time. I have +34% buff duration, and you can tell the difference
