Does the 25% attack stack with your other ATT % potentials?

So bowmaster's marksmanship skill now gives 25% attack. Does this 25% attack stack cumulatively with your other % ATT from your equipment potential? So for example if you had 10% attack potential on your weapon, would your total att % be 10+25= 35%?
