Iv breeding question

So I'm new to this whole IV breeding hoopla. Right now I'm starting with a Scyther breeding a Ditto with max Attack IV and max Defense IV but everytime I get a Scyther from an egg, they always come out with either just max IV on attack or just max IV on defense never both. Am I doing something wrong or is it just a ridiculous low chance of successfully getting both IVs, maxed and all, passing on to the new Scyther?

Been playing since Pokemon Red and Blue but I never really cared about IVs or even EVs until now which I want to try it out if I do end up playing competitively. Late bloomer here lol. I tried it on Diamond and Pearl but my patience died off.... soooooo any tips you are willing to share would be awesome.
one way is to find a ditto safari or Scyther and cross breed if need be.
Perfect 5-6 IV dittos + desti/knot = faster

two is to breed the baby with the perfect iv in one stat - > with the ditto -> so it passes the second stat.
Rinse and repeat with another ditto -> for a different stat.

Using power items to lock in desired stats,
everstone on female for nature, adamant for atk in this case.
though this takes too long since it's the pre gen 6 method,
and finding single 31 IV dittos in PokeVillage is tediously long.
you get 2 IV ditto's from FS. it's pretty easy to max IV's nowadays.

To add a bit to first post, I never used power items for breeding. I always had a destiny knot on one parent and an everstone on the one with the nature I want

If you give a Pokemon a Power Item, the offspring will always carry down the IV of a parent with that particular stat. Example, you give a parent a power bracer and the parent's attack IV will always pass down to the offspring.
In 6th gen, they added a new mechanism to make it easier to IV breed: If you give either parent the destiny knot, then a total of 5 IVs pass down from the parents. Each of the IVs it passes down can come from either parent, so it all comes down to luck.

I hope that explains things? If not, here are some pages to help you out: This and this.
