Jewel Powders are obtained from destroying other maplers @ dat spiegelmann event thing envelope popup every 10,30,50 mins within da hour yo.
What do you mean by 'jewel powders'? Do you mean the colored Magic Powders that sometimes get created when refining ores in Ardentmill 'fails'?
EDIT: Never mind, it's something else completely, apparently.
If you fail crafting a ring, you'll end up with powders
I think you need 10 same colored to make a jewel
You have Speilgmann's (or however you spell his name) quest that pops up every now and then, that gives you jewel boxes
