Definitely possible. Got it on my Zero in like 250k.
Most people report it takes them around 100-200 resets = 1-2 M honor exp to get those lines. You might get lucky, but the odds aren't good for you.
Ive spent over 1mil in honor points on my main trying to get either of those. with no luck.
Got my WH I made for fun to Legendary and +1 att speed in under 45k points.
If i didnt have bad luck, id have no luck at all.
