You can get perm hearts through Gachapon. Location doesn't matter
On the same note, p/c for perm hearts in scania?
You can gach for them in henesys.
The most common one that's fully tradeable would be from Beast Tamer in my opinion. Though we recently got Lidium hearts that are permanent from attendance, should be easy to find one in FM.
