I can play the game on full screen mode at 1024x768 resolution but when I switch to the higher mode (1366x768), it gave me this message and forces me to play on windowed mode which I have no problems playing windowed mode. So I reinstalled my AMD graphic software and tried the Beta version (13.11 Beta 9) from AMD website but it still doesn't let me play on full screen mode. I also enabled and disabled the "GPU scaling" to see if that's the case, but no luck. I even tried to change my resolution settings and lower it to 1366x768 as well trying to mess with the GPU scaling and that also didn't work either.
I also tried to run Setup.exe from MapleStory folder and it gave me an error message saying I don't have DirectX 8.1 or higher. I checked through using dxdiag and it says I have DirectX 11

I have an 23" Inspiron One 2305 Dell All-In-One computer with a notebook graphic card AMD Mobility Radeon HD 5470 (5400 series) 1GB Video RAM (4GB shared) with my graphic software up-to-date and running on Windows 8.1 Pro 64-bit at 1920x1080. The game runs smoothly at 60fps.

I wish I could but Windows 8 support DirectX 11 or higher.

I've tried that, ironically everything is updated but my audio, I downloaded it and lost (most if not all) the features like that Headphone Virtualization that comes with it lol. No effect on MapleStory though.

EDIT: I'm going to manually install the audio driver to get my features back or use my last resort: system restore point.

Download Driver Booster, may or may not help you. It's worth a try though.

It's a All-In-One computer, I either have to buy a desktop PC or find another solution. :b

I read a similar thread like this but I couldn't find it, he had the same problem as I do but his friend also had a 1080p screen and can play at full screen.
