Sometimes I wonder if people bother to read the patch notes if something were to happen after a patch.
If you hit "MAX" then you wouldn't be able to surpass it. Though they did raise the cap to 36.
Note: all your answers could have been easily answered by checking up on the most recent patch notes. You'll also find more neat things to take advantage of as well.

Read the update notes.
Since they raised the starting amount from 3 -> 8, they gave everyone 5 free character slots.
The 5 came from the default character slot being raise from 3 to 8 (8-3=5)
