From my past understanding, I believed the bottom 2 lines could only be tiers lower than your top line.

I'm now inclined to believe that the bottom 2 lines have a [i]chance[/i] to become the same tier as the top line, although at an abysmally low rate.

@HitThings: Could you explain something to me? my 2nd line was, at least what i believed, Unique. However when i rolled, i locked my legendary and 16%boss damage and the unique line turned to an epic line. Is it just a random chance for these lines to become legendary? Trying to aim for %boss, %crit and the all mighty +1 AS

The top line is a Legendary line--I was orginally aiming for 40~50% Buff duration. On my last run, I settled with a top line of drop rate.
The bottom 14% Drop line turned out to be a happy accident
So instead of abandoning the drop rate altogether, I can still have some drop rate + a legendary line of buff duration

Wait - I'm confused as to why you didn't lock the 18% Drop rate in the beginning but you did lock the 14% later on. Am I missing something?

I had gotten it years ago when Azwan was the source of Honor/Circulators

When the IA locking system was released, I locked the Legendary tier + AS line and it ended up moving down to the middle

It was initially on his first line, but there's a chance for it to drop down when another line becomes "legendary". Someone with a bit more insight might be able to explain better.

I did that and mine dropped to Epic

I just used 300k honor yesterday and no legendary took hours and hurt my fingers =))
