You shouldn't have an issue with getting an sp reset scroll. You first have to get the alliance skill which triggers the Aran's Awakening quest where you gather 5 crystals in a mine. From there you then use the dimension mirror to get to the ereve conference room to receive your sp reset scroll from empress.
