i received a blue tinkerer shoulder from the box and i want to know how to upgrade it to black?

I would keep it at blue. You basically take another tinkerer chest and you use it on the shoulder and itll become a random rank. It doesn't "rank up," it's just random.
Another Tinker chest with a chance that it might fail.
