Commerci Clairenapped
I think this quest is bugged for me. One, it does not show up in my quest menu, so I cannot forfeit. Two, I am fairly certain that, after dialogue, some monsters were suppose to attack, yet they did not. Is anyone else having this bug?

Nope, there is literally no course of action other than submitting a ticket to the broken support system and hope for the best.
The quest is in the adventure journal, forfeit it from there. Go to menu > Adventure Journal.

The npc is Leon Daniella, and when talked to again, all he says is "I am Leon Daniella, head of the Daniella Merchant's union."
