Which nebulite should I apply to my fan?

If you can't afford to 30%, then youre not doing bosses that really require pdr.
Go for %matt. When you get funded, you could give that fan to haku and make a better one too.
pdr is only useful for mid-end game bosses.
if you're too poor for boss nebs im pretty sure you won't be touching any mid-end bosses,
go for matk, (look for a 4% instead of 3%) put it on haku when you upgrade.

I'll probably won't be able to ever get that amount of money. Given my current circumstances, which one neb is better?

Just use that fan temporarily, then save up some mesos for a better one (30% or 15% traced) then add a 20 or 25% boss neb
%M.attk because you can give it to Hakku when you get a better fan and inflate your range even more.
