@reconforce946: It should be mobbing (at most four) if you have more mobs in nearby vicinity. The splash range isn't that big compared to other skills, so they just have to be close by.
Has Arrow Blaster ever hit more than one mob? The description says it hits 4 enemies, however I've seen it hit at most two, and even then it looks like the mobs are getting alternated.

Are you reading the skill correctly?
For Arrow Blaster, there is only +20% damage, +10% boss and +1 monsters hit hypers.
I think you're confusing it with +1 monsters hit.
If that's the case, then you can hit an extra 1 monster with Arrow Blaster.
