Cable means it can't be a DSL issue then. Cable can still suffer from poor/loose connections in the wires running to your house however.
Theoretically a technician from the ISP should have been able to detect any such problems, but they've been known to miss that kind of thing.
The testing you can do can help narrow down where the problem is coming from.

@Ipoopster Agreed... routers don't "wear out" with age and seldom "go bad". Yes it's possible, not very likely.

Do the ping test ilikefoodand suggested (ping google.com or basilmarket.com) again, but from each computer in your house.
If they all show transmission loss, then it points to an Internet problem (the router, the modem, the cabling to your house, your ISP).
If only your computer shows the loss then it points to a problem with your computer or possibly a WiFi issue between the computer and the router.

Also, if you have a SEPARATE broadband modem, do the other test ilikefoodand suggested.
Temporarily unplug the router from from the modem and plug your computer directly into the modem, then do the ping test again and see if you get the same results.
If you still see the transmission loss, then it's NOT the router, it's your Internet connection.

And yes... who is your Internet Provider and what type of broadband service do you have (Cable, DSL, or whatever)..?

I don't think this is a router problem. You stated that an ISP technician came over. Do you even know what he did? This all sounds more like a DSL cabling reroute that's putting you through more line taps. If that's what it is, a new router won't do anything.

However, you haven't confirmed anything so it's pretty much impossible to determine what is the cause of your problem. You haven't stated what type of service you are receiving from which provider and why the technician was called over in the first place.

Buy a new router, a decent one costing at least $50 if you want to support 3+ wifi users. Also if you wanted, in your router settubg, you could port forward/prioritize traffic to your computer IP adresss get a better ping on League.

should that be able to support 3 people? or should i aim for a more expensive one?
It should be able to handle 3 people.
However note that a router divides up internet.
You may receive less speed than expected the more devices you add.

I have my PS3, 2 Laptops, a chinese drama box thing..., a Surface connected to my internet wirelessly.
It works fine

@Ipoopster: Well there's your problem. Get a new router.

I am using this one.

If you want to verify that the problem is w/ your router, take an ethernet cord and plug it in directly to the modem from your PC/laptop/device.
Do the ping test again and see if you lose any _____.
