Yeah, it happens. I think Nexon implemented this to prevent hackers from training constantly without doing any work.

it happens to me when i'm doing krexel. it seems to happen whenever i'm not moving and just holding down the attack key (hero btw). so probably either a glitch, or a system implemented by nexon to stop any "bot" users (taping down attack button etc lol)

Happens to me constantly... not sure why it is since my connection is stable. Sometimes it lags so much and then i just get kicked from the game, it's something server side and hopefully will get fixed.

What do you mean bugged?
I don't think it happens anywhere else but Evo Lab...

Kaisers are really bugged right now
