use 20s hehe i did that for my wand
The cheapest thing to do would be to buy a gmed ele wand (lv 130) pre gmed. Those cost less than half of what a duped scrolled ele staff will run you. If you plan to self scroll, go for the empress set otherwise, stick to a pre scrolled ele staff/ wand.

Isn't he in Broa though? And I did a quick search in Broa; there's a guy selling GM Stave scrolls (service). It'll cost him about 40k NX for 9 slots though.

Eh, only choice would be to buy one off of someone then. WS + 10% on average would be extraordinarily expensive. 50%'s are even harder to find than GMs, in most servers, and MATT is the same, but 50%'s don't have the +INT bonus.
And I hope you checked the BM as well, because most sellers don't advertise in-game because of privacy reasons/they don't want the scrolls to get deleted.
Buy GM scrolling service. A clean Ele Wand/Ele Stave doesn't cost much collateral. Even when perfectly scrolled with GMs, it doesn't cost much.
