I had 97% buff duration (including that skill) on my bish and a Merc S rank card. That was 100% stance no CD.

I have the third link and also have the SS mechanic card and it ALMOST covers the duration of the cooldown without any additional extentions (from IA, etc.)

i have over 100% buff duration so i only use the lvl 1 skill

Level 120 is definitely not too hard to achieve.
110 sec instead of 90 is kinda cool, and if you have buff duration (mechanic + IA + Empathy) Explorers have Buff Mastery to extend it's duration past the Cooldown naturally, basicly yes, you want it at level 2, and you want buff duration.

The patch notes are blatantly clear that only 1 burning character can be made per account, unless you delete the old one.

Yes. my mihile skill goes for ~90 seconds (its level 1) it also was extended when i had buff duration on my IA (which i dont have anymore)

Edit: I'm no longer a f/p so i'm not 100% for your class
