3% Crit technically still gives a tiny bit more output compared to 3 matk at non-beginner ranges

that was only in 1 test patch in the test server which was later retracted. they're equal speed. all Wands got was 3% Crit

the staff/wand attack speed only affects BaMs, so the staff is more ideal for have better base M.atk.
