If you have high % main stat, more + stats would overcome the effect of attack on equips. If you made the top and bottom with the stats like the hat, would be great towards your range, in my opinion.
This hat raised my total LUK by over 2k. It was very much so worth it. I would create two high ATT top/bottoms to go with the hat. Due to the lesser amount of slots its easier on the wallet as well as easier to land good + ATT each scroll.

Depends, there's some balance. At high % stats and decent amount of att I think 1att ~3 stat.
