10 lvs above or below, aint nothin spawning for me outside that level range when i power lvled from 1~200
Same applies for runes and those bloody portals, at least in my case...

What level is your character and what level is the monster?

Edit: I just looked at a guide it says 'between' -20 ~ +20 your character.

I thought it was -10 ~ +19 your character.

At Drakes the highest level that can still spawn Elite mobs and boss is level 85. I don't recall summoning elite mobs there at level 46.

I can summon Elites at a map with Lv195 monsters while I am 213.

I noticed it stopped working after 10 levels higher as well.. also i noticed pets need to be fed way more often now
