Empress Prequest
hey guys, I'm trying to do cygnus empress's prequest but from what I read on the net, I'm suppose to talk to Jay and Chief Stan at Henesys Ruins, but none of them has any quest for me. Is the quest line broken? Or did i miss something?

this is correct.
After completing Stronghold prequest, talk to Alex for quest called Informant. Go to Knight District 2 and talk to Informant. He'll ask you to look at Cygnus Garden.
