The worst offender in recent history would be the Kiniro Mosaic's MCs. That Engrish was on such cringe-worthy level it makes me wonder if that's what the Japanese consider fluency.

pretty sure that's not a common thing w/ American characters in anime
the only real gags they do w/ Americans is having broken Japanese/heavy accents, or misunderstanding things that then feed into wordplay

This. For some reason not very may voices sound good to me in english, of course some not so great in japanese either. Their voices don't match up to what i expected them to sound like in my head
