Absolute Belt
So apparently, if you level up into a new level range you get the absolute belt quest again.
I was level 150 when I completed the quest. I leveled up to 151 and it gave me the quest again. Now my belt is level 2.

Here's the level range in case anyone was wondering.
Level Range:
Lv. 13-30
Lv. 31-50
Lv. 51-70
Lv. 71-90
Lv. 91-110
Lv. 111-130
Lv. 131-150
Lv. 151-200

If the perma belt is tradeable then it'd be nice to have for mules, its like having extra evo rings.
