yes it is and always will be. some nerds say its "pay for convenience" but thats because in their minds its okay to spend a couple of years of hard working trying to get to the top without using any money.
whats good about it though is the recent updates that basically help you jumpstart your range to 100~200k without the use of a lot of mesos, like start force for example. the massive deflation makes it easier to get good clean gear for cheap as well. getting to the top (damage cap, range cap, end game bossing) is when it gets difficult, but if these arent goals you expect to achieve maybe you ll enjoy yourself.
