Blizzard passive glitched?
I'm an I/L mage (lvl 201 with max Blizzard if that makes a difference) and I notice that the proc on the passive effect while on cooldown isn't working as it should be; it deals 1 line of damage and procs VERY rarely (I'm lucky to get it once in 45 seconds).
Is this just me or are other people noticing this too?

Yes I also noticed this. I thought maybe it was just me. Not sure its worth casting as it stands.
I got a good 3 procs across 2 Hilla runs where I tried to kill as slowly as possible.
I have observed this too. The most I have seen it proc in 45 secs. is 3 times. With 60%, I expected to see much more procs.

For me, it randomly fires an attack every few minutes which does very little damage and to a random monster I wasn't even attacking.
