Phantom stolen skills penalty?

Is the penatly only for the duration of buffs and the amount of wep att we get from skills such as rage? If it's not just att and duration, does this mean we get the penalty on the amount of exp we gain from HS, and the amount of % for attacking skills we steal? New to the Phantom, loving it so far but a bit confused on how the penalty works

from what ive experienced training and bossing, you avoid a good 90% of all hits, and the ones that occasionally hit you can just heal back up with pots or even use heal or something. one good thing though is with HB and magic guard, i have a good 19k hp and 11k or so mp, so if anything hits really hard, most of it goes to my mp which is just healed back up with a jr boogie and pots.

In my experience playing my phantom, their survivability isn't that great. Their skills give a pretty good amount of avoid, but that's not totally reliable and you need a lot of luk to avoid a lot. Their hp is fairly low, so when you do get hit, you will lose quite a big chunk if you're fighting stronger things:3 However, if you draw the HP recovery card buff or use the lv 150 hyper, you won't need to spam pots since it'll recovery extremely fast with milles aigulles.

Uhu pretty sure the time penalty is around 30~50%. At buffs I haven't noticed any decrease on the effect (HS and Rage seems to be giving full effects aside from time that they last). On active attack skills the penalty pretty much is decreasing 2 levels from the stolen skill (if u steal lv 30 RF u'll actually use a lv 28 RF)

In KMS, the buffs got reverted back to pre-nerf. And the attack penalty is .90, meaning you do 90% of the full damage

50%... The penalty is 50% of time as well as damage %. The overall effects reduce the time of buffs stolen, and the damage of stolen atks.

This, however instead of reducing the % that the skill is doing, it reduces the % damage you're outputting. (I.e: You were doing 100k before the nerf now you're only doing 70k) I believe it's a 30% decrease but I don't think nexon mentioned it.

Adding on, it doesnt affect the amount of atk Rage gives or the %exp from HS.

Only the duration is affected
