you can do it whenever you want and have the same chance as everyone else, i recall people saving rolls well after the event period had ended and still getting prizes (announcement came up in game) along with that iirc one of those were a lgr
Earlier doesn't mean better. Items are rewarded based on time, meaning that at a specific moments during the event will determine what you get (i.e. Slots in Casino's). The wheel animation is just for show and that the rewards are already set when u click spin.

And how do you know they are limited? I saw nothing about that and if they are that'd be an extremely stupid way to have it set up since there are some people that just want 1 thing from it and if it's limited with no way of knowing when we can't get it anymore we would be wasting money.
