Is it easier to tier up from the lower potential levels?

Title. I don't have enough cubing experience to determine this on my own, so I'm asking people who have a larger sample size. I'm planning on getting my epic items to unique, but I won't waste my money if the rate isn't acceptable.

I'm asking is it easier to go from rare/epic to unique than it is for unique to legendary?

I'll have 2 packs of black cubes and 1 pack of reds.

I don't think it's confirmed but I believe so.

It took me one black cube to get my Emblem from Epic -> Unique then 5 or 6 for Unique -> Legendary.
My weapon started at Unique because Zero master race but it took 13 black cubes to get Unique -> Legendary.
Superior Gollux Ring Epic -> Unique took 3 black cubes
Used the rest on my Epic Tyrant Cape (3 or 4) but it didn't tier up

I also had 12 Red Cubes but none of those tiered up. Stick with black cubes.

I've also noticed a significant difference between epic --> unique and unique --> legendary. I'm not sure about how common rare --> epic is, since I generally use Epic Potential scrolls to begin with.

Yes. It's a lot easier from rare/epic to unique than unique to legendary, from I know and seen o.o
It's like Nexon made it that way for some very odd reason. But then again it's all RNG, you could do it in 2-3 cubes. (if lucky)
