Is it actually private? Like if other people found the link to you dropbox album, will they be able to view the files you keep on there?

No, don't worry, your nudes are safe.
Yes, it's safe so don't worry about it. I have 20GB of free storage from referrals and giveaways/promotions, which is pretty nice for not paying a cent.
If you want alternatives, you can use Google Drive (5GB free) or Microsoft's Sky Drive (7GB free).

How are they granted permission and is it really 'safe' if the files are personal?
It's like Google Doc. The files can only be seen by people given permission. You can put files into a dropbox and grant certain people access so they can see it from their own dropboxes.
