Gordon's Magic Iron?

I did a quest and finished it assuming it was for Maker Skill 3 (don't like to read guides until I'm stuck) and I didn't get Maker Skill3 but instead I got this item Gordon's Magic Iron. Apparently it allows you to make scrolls but its an equipment. Anyone want to explain to me what this item does or how to use it?

Gordon's Magic Iron is a pendant equip that, once you equip it, allows you to make (with the Maker skill under the USE tab) 10% Cape Warmness scrolls and 10% Shoes Spikes scrolls. These scrolls do not take up any slots, and they can be used on items with 0 slots. The cape warmness scroll gives your cape the ability to prevent continuous damage in the ice regions of El-Nath, like a cape of warmness. the shoes for spikes scroll makes your shoes act like snowshoes: you won't slip on ice.

I personally love these scrolls, maybe cuz I like weird items. My cape and shoes both have the effects here. I never have to worrying about afk-ing in El-Nath. Also, IMO, when BB comes out and El-Nath is once again a good area to train in, these items will become more popular.
