I want to make a Sair, but I hate classes that use ammo
Like NL, Sairs and BMs. Do you need to upgrade your bullets at level 60, 100, etc and when you run out do you still need to recharge them at the stop?

I've never had issues with bullets. Since pirates have enormous amounts of inventory space, having many sets of bullets isn't a problem. I have 8 sets of bullets, and have never run out while bossing/training/ etc. You will have to recharge the bullets, but it's not really an inconvenience.
In other words, don't make recharging bullets/stars the reason you don't play a class. ^^
You can always recharge your stars/bullets in most maps with the rootabyss icon on the side.

4 sets will literally last you a straight day of grinding. You'll run out of pots before you run out of bullets.
Btw, I have 6k Power Elixirs and 5 sets. Guess which one runs out first?
i carry four sets and that turns into ~6 hours of constant available grinding before I recharge (i never play for more than 3 at a time anyways)
It's not much of a problem unless you play alot
There's a skill when you consume 100 bullets and you can infinite amount of bullets within the time frame
You recharge when they run out and 5 stacks of 2.8k bullets keep me going for quite some time if you buff for infinite bullets
