Would Cross Surge + Elemental Decrease out-damage Cross Surge + Arrow Blaster on bosses with elemental resist?

Ah ok didn't read that part thanks
Elemental decrease only works with magic skills, and paladins void elemental only works with charges/blast so phantoms can't ignore physical resist.
