Emerald Flower
Does anyone know if the 10% PDR debuff works on monsters where the slow buff is not applied? E.g. boss monsters?
Also is it -10% of their total PDR? For example with chaos vellum's 300% PDR, does it make it 270% or 290%?

Uh, I never saw Flower's slow affect bosses, so I am under the impression it doesn't.
The 10% will make vellums pdr 270.
