think of it as a 100% success rate potential scroll...with a 3-month timer on it for you to use it
ofc after you use it the effect is permanent, like Hair coupons, eye coupons, etc

The potential it puts on the item is permanent. I'm not sure about the actual item, it's most likely 90 days though.

It puts potential on your item at a 100% rate I believe.
