No it can't, only shields over level 100 can receive 40% boss lines at legendary.

Ok, ignoring the baffling incoherence of what you just said, I'm 100% positive that it cannot get 30% boss lines on unique and it cannot get 40% boss lines on legendary.
Anything 99- is inferior for a secondary weapon because of this.

No. Boss lines are tied specifically to level, not simply tier.
Level 99- items cannot get 30% boss lines on unique and cannot get 40% boss lines on legendary.
I know this for a fact. I wasted a lot of money finding this out the hard way.

@littletlk The tiers are broken down into 1~30, 31~70, 71~150, 151+ So yes im sure it can get 30/40.
BUT. i know that decent skills function differently so i'm not quite sure about the 30/40 lines.

It's limited to 30 on legendary.
And 20 on unique.
To get 30/40 on unique/legendary you gotta be level 100+
It's tier 3 so yes
