If you plan to fund more in the long run, go with phantoms. They annihilate xenons down the road.
everyone is right ^^ but for the sake of god Phantom is the master thief is u get him some really really godly equips phantom beats everyone thief out there

With 4B funding xenon would easily beat phantom. But if you get better equips or godly even phantom crushes xenon.

With 4b do xenon
I would think so too. Pirate gear is generally cheaper. And from what I see, Xenon is quite diverse (maybe?). But Phantom is just so fun!

Xenon are easy to fund since theyll benefit more from tyrants and etc
