Did this charge on my Phone Bill? HELP!

Okay, I was making a ringtone on Myxer.com,and as I finished it and put in my phone number it asked me to sign up.I signed up and the ringtone was sent (on the website it said it was 100% free). When I got the text it had my email as the ID so it was (I censored my email) ......... at gmail.com. Then I got another text with a number as the text ID.It said "Premium Package or something has been blocked from this carrier"
Did this charge on my Cell Phone Bill?
Before I did this I made a different ringtone and it came to my phone fine.
We have data but,it's only set for my sister's phone since shes in college.

*EDIT*: I'm asking if it charges on my Phone Bill as Data.

@TopMushroom: So, most likely it won't be charged as me using Data?
